Ms. Agarwal was born in India and made the journey to the United States in 1970 when she was two years old. She has lived the majority of her life in Colonial Heights, Virginia. She attended college at Randolph Macon in Ashland, Virginia. She received her law degree in Mississippi and also obtained a Masters in Sociology while attending law school.

She spent three years as a law clerk at the Mississippi Court of Appeals clerking for Chief Judge William G. Bridges, then returned to Virginia and as a staff attorney for the Virginia Department of Labor and Industry. Prior to establishing Agarwal Law Firm, Nupa worked as a staff attorney for the Virginia Department of Correctional Education, and as an associate with another law firm specializing in bankruptcy. Ms. Agarwal has been a member of various community service boards and non-profits. She has been on the board of Big Brothers/Big Sisters Richmond, Virginia League for Planned Parenthood, and The Read Center of Virginia. She was recently appointed to the Economic Development Authority of the City of Richmond.
